Major 2

Policy Thinking and Critical Analysis

6 Nov 2026 · 7:30–8:30 PM

Case Study: Regulation of Social Media for Persons Under 17 — Bill, 2026

Assessment Task

Assume the role of the Prime Minister of a country whose Cabinet has proposed a policy restricting social-media access for people under 17. Following public concern and political opposition, deliver a televised address to the nation explaining the policy, responding to criticism, and announcing safeguards and relaxations. Conclude with a concise policy framework.

Case Study and Task

The government has introduced the proposed “Regulation of Social Media for Persons Under 17 Bill, 2026.” The proposal would restrict access to major social-media platforms and certain digital services for people below 17. Opposition leaders are criticising the decision, public debate is intensifying, and many young people are worried about losing access to communication, learning and self-expression. At 9:00 p.m., the Prime Minister is expected to address the nation without the public knowing the exact contents of the announcement.

Your task is to write a credible national address that does not rely on abstract claims alone. Explain the real-world concerns behind the policy, acknowledge its costs, answer reasonable objections, and announce proportionate relaxations. Then present the policy’s key rules, exceptions, safeguards and review process.

Important framing: this is a fictional policy exercise. Candidates should demonstrate critical thinking, democratic accountability, proportionality, child safety, access to education, privacy and freedom of expression. The proposed framework is an illustrative model — not a statement of actual law.

Fundamentals of Indian Politics — Manifesto Making

7 Nov 2026 · 7:30–8:30 PM

Task

You are required to create an original election manifesto for a political party of your own creation. The manifesto must be made on the official Digital Yuva Sansad ISA answer booklet (the printable one provided to you).

What makes a strong manifesto

  • Do not rely on the usual, common promises that every party makes (e.g., women empowerment, environment, better roads).
  • Your manifesto becomes scoreable and unique when you target the core problems of the public that others overlook — and promise real reform.
  • Promise what you genuinely feel you can deliver. Think like a politician building a genuinely good political party for India.
  • Your promises should touch the public, attract people, and raise the issues that matter to the people.

Format & creative freedom

  • You may choose any fictional party name and any fictional logo.
  • It must be done in pencil or pen on the official booklet. You may also stick pictures.
  • You may use a poster style, a magazine style, or any creative layout you prefer — the choice is yours.
  • You may use as many pages as you wish, but you cannot exceed four pages of the booklet given.
The manifesto will only be accepted if it is written/drawn inside the Digital Yuva Sansad ISA answer booklet.
Important: The ISA has to be made only on the booklet given by Digital Yuva Sansad (the printable one). Work submitted on anything else will not be accepted. If you do not have the booklet, kindly contact Digital Yuva Sansad as soon as possible.
